City generator: huge update!

Got to this one in my major overhaul of the generators! This one's been significantly overhauled, with more and better options as well as the old stuff. It works better on mobile, and there is more art.
Changelog:
- Images: wake up babe new cities just dropped.
- All arrays expanded and rationalised, with results including:
- cities can now be made out of more than one type of material, which will not duplicate
- cities can now be agog with interest in crime, suffer rat plagues, or be at war with their own leaders
- cities are now inhabited by a greater variety of people, who can now judge their government or tell you about landmarks
- cities have access to even more bizarre and untested forms of governance
- cities can now have a more dynamic economy, with industries burgeoning and in decline
- cities now have more nuanced legal systems, and more, bizarrer, crimes (violent crimes remain a tiny proportion of crime options, and sexual crimes remain absent)
- cities can now fail to live up to their own values, and also have more events
- New additional landmark generator added to the expansion section, which also covers how well known it is and, on occasion, who to ask about it.
- CSS update: generator should now be easier to use on mobile and easier to read in general, font changed in line with other generators
